Memorandum Submitted for Amendments in Legal Protection of Shri Guru Granth Sahib

In a significant move to protect the sanctity and respect of Shri Guru Granth Sahib Ji, the Global Punjabi Association has submitted a memorandum to the National Commission for Minorities Chairman Iqbal Singh Lalpura Ji. The memorandum calls for urgent amendments to the Bharatiya Nyaya Sanhita (BNS) to safeguard against offenses related to the holy scripture of Sikhism. The memorandum outlines a proposal to amend Sections 298 and 299 BNS, with the introduction of Section 298A BNS, specifically targeting offenses concerning the desecration, sacrilege, and insult to Shri Guru Granth Sahib. The association argues that the existing provisions do not provide adequate protection, particularly given the status of Shri Guru Granth Sahib as a living Guru for millions of Sikhs. The memorandum, endorsed by prominent members of the Global Punjabi Association, including Dr. Kulwant Singh Dhaliwal (President), and Dr. Jaswinder Singh Dhillon (Honorary Secretary), emphasizes the need for stricter penalties for any attempt to harm or show disrespect towards the Guru Granth Sahib.
It proposes life imprisonment or the death penalty, along with a fine of Rs. 1 lakh, for such offenses. The association’s request also extends to amendments in Section 34 and Section 44 of the BNS, aimed at enhancing legal recourse for those defending the Guru Granth Sahib against any form of sacrilege or harm. The memorandum has been submitted with the hope that the National Commission for Minorities will advocate for these changes at the highest levels of government, ensuring that the faith and beliefs of the Sikh community are legally protected in the fullest sense. The move has garnered widespread support among Sikh organizations and community leaders, who see this as a necessary step in preserving the sanctity of their religious texts and practices.

नई दिल्ली, 25 अगस्त 2024: श्री गुरु ग्रंथ साहिब जी की पवित्रता और सम्मान की रक्षा के लिए एक महत्वपूर्ण कदम उठाते हुए, ग्लोबल पंजाबी एसोसिएशन ने राष्ट्रीय अल्पसंख्यक आयोग के चेयरमैन सरदार इकबाल सिंह लालपुरा जी को एक ज्ञापन सौंपा है। इस ज्ञापन में भारतीय न्याय संहिता में संशोधन करने का आग्रह किया गया है ताकि सिख धर्म के पवित्र ग्रंथ से जुड़े अपराधों के खिलाफ सुरक्षा प्रदान की जा सके।
ज्ञापन में धारा 298 और 299 में संशोधन का प्रस्ताव रखा गया है, साथ ही धारा 298A को शामिल करने का सुझाव दिया गया है, जो विशेष रूप से श्री गुरु ग्रंथ साहिब की बेअदबी, अपवित्रता और अपमान से संबंधित अपराधों पर लक्षित होगी। एसोसिएशन का तर्क है कि वर्तमान प्रावधान पर्याप्त सुरक्षा प्रदान नहीं करते, खासकर जब श्री गुरु ग्रंथ साहिब को लाखों सिखों के लिए एक जीवित गुरु के रूप में माना जाता है।
यह ज्ञापन ग्लोबल पंजाबी एसोसिएशन के प्रमुख सदस्यों, जिनमें डॉ. कुलवंत सिंह ढिल्लों (अध्यक्ष) और डॉ. जसविंदर सिंह ढिल्लों (मानद सचिव) शामिल हैं, द्वारा समर्थित है। इसमें ऐसे अपराधों के लिए उम्रकैद या फांसी की सजा के साथ 1 लाख रुपये के जुर्माने का प्रस्ताव है।
एसोसिएशन की मांग BNS की धारा 34 और धारा 44 में संशोधन तक भी विस्तारित है, जिसका उद्देश्य गुरु ग्रंथ साहिब जी की बेअदबी या किसी भी तरह के नुकसान के खिलाफ सुरक्षा करने वालों के लिए कानूनी सहारा बढ़ाना है। ज्ञापन को इस उम्मीद के साथ प्रस्तुत किया गया है कि राष्ट्रीय अल्पसंख्यक आयोग सरकार के उच्चतम स्तरों पर इन बदलावों की वकालत करेगा, ताकि सिख समुदाय की आस्था और विश्वास को कानूनी रूप से पूर्ण सुरक्षा मिल सके।
