3. Objectives of the Association

To Protect and promote the interests of Punjab and Punjabis settled across the world.

To Protect and promote the rich spiritual, Religious, Ethical, Educational, Economic and cultural Traditions of Punjabis the world over.

To protect, promote and safeguard the Religious, Social, Economic and Political Rights of the Punjabis settled across the world.

To present issues pertaining to Punjabis to all concerned authorities / organizations / governments in a democratic / legitimate manner and seek redressal where required.

To promote Punjabi Language, Literature and culture by using every feasible media and resources.

To encourage and support the development of agriculture, industry, entrepreneurship, service sector, health, education, economy & youth activities among other socio-economic aspects in Punjab & for all Punjabi Communities across the word.

To provide requisite help and guidance to brilliant and deserving Punjabis for placement in competitive exams, services, entrepreneurship and other ventures.

To organise camps, seminars, workshops, training sessions (online and offline) for the spiritual, emotional, social, economic and intellectual development of every age group of Punjabi people world over.

To devise a mechanism through traditional and collective wisdom for moulding the Punjabis youth's behaviour and conduct as disciplined and ideal citizens of the world.

To devise ways and means for the development and welfare of Punjabis in every field.

5. Executive Committee of the association

The executive committee of the association will consist of eleven members (five office bearers + six senior members drawn from the general house on consensus basis. The six senior members of the general house should be from different academic and expertise background.) The term of executive committee will be coterminous with the term of office bearers.

6. Membership of the Association

The membership of the association will open to:

  1. Aboriginal Punjabis, who can speak, read and write Punjabi.
  2. Who have contribution in the field of Punjabi language, literature, religion, social service and any other notable field.
  3. Who apply on a prescribed Performa along with complete details of bio-data and agree to pay the subscription of the association and promise to attend the meetings/proceedings of the association.
  4. Who promises to contribute to the association in every possible way, so that it may discharge its duties for the welfare of Punjab and Punjabis.
  5. Who agrees that the right to accept or reject or terminate the membership lies with the executive committee of the association. The association will have the right to reject or terminate the membership of any member/s at any stage if it is detrimental to the association’s aims and objectives/ social reputation/ smooth discharge of duties.
N.B: The membership of the society will be allowed only to those Punjabis who fulfill the condition given at serial No. 6. There will be no restriction regarding the total number of members to be enrolled, however the General House, on the recommendation of the Executive, Committee may restrict the membership number.

8. Subscription of the Association

The association is non-commercial, non-profitable organization, however to manage the affairs of the association and complete the projects undertaken, it may accept donations .tends, subscriptions from the members, individuals societies organizations, government and semi-government organizations. The executive committee will decides the amount of subscription to he charged from the members. It will also decide the duration and frequency of the subscription.

9. Termination of the Membership of the Association

The General House, on the recommendation on the Executive Committee may terminate the membership on the following grounds:

  1.  If the member continuously remains absent from the meetings (The number of meeting will be decided and notified by the executive committee.)
  2.  If the members does not pay the subscription as decided by the association
  3.  If the members indulges in anti association, anti —social or unlawful activities or convicted by any court of law.
  4.  If the member violates the terms and condition as given under serial number 6 of memorandum of the association.

10. Election of the Office Bearers of the Association

The Patron of the association is life time office bearer and there will be no election of the patron . For other office bearers, the election will be held following a democratic way, after every three years, under the supervision of the Patron of the association for the following Office Bearers

The Patron will decide, in consultation with the Executive Committee, the day, date, timing and mode of election. It will be in consonance to the democratic principles. 

The election be held before the expiry of three years term of the office bearers. In ease of any delay under unavoidable circumstances, the Patron may extend the term of’ the office bearers for six months.

11. General House of the Association

All the notified/Enlisted members of the association will be the members of the general house, Only those members of the general house will have the right to vote or giving the opinion who has paid their pending dues/Subscriptions etc. It will he mandatory for all the members of the general house to clear their dues/ Subscription before general house meetings or exercising theft right to vote.

12. Authorities/Rights of the General House

General house is the supreme authority of the association, ALL policies, decisions , sanctions, appointments, approvals or amendments in the memorandum of the association will be approved by 2/3”’ majority of the present members of the general house. The office bearers and Executive Committee may take emergent decisions in anticipation of the approval of the general house. Every agenda will he considered approved only after the approval of general house. The general house will take all decisions in consonance with the spirit of memorandum of the association. The general house is empowered to appoint advisors, counselors, administrators or constitute committees, sub-committees etc. as and when required to manage the affairs of the association it may hire the services of experts (Paid or Honorary) for accomplishment of the projects of the association.

13. The Executive Committee

The Executive Committee will comprise of 11 members (five office bearers + Six general house members). The Executive Committee will take all decisions in anticipations to the approval of the general house. The term of the Executive Committee will be co-terminus with the office bearers of the association. All the Executive Committee members will be the members of the general house. 

The Executive Committee will have the right to invite special invitees for their opinion on special issues for specific meeting only.

14. Authorities of the Office Bearers

Patron

Patron is the head of the association He is mentor, guide, Counsellor and the torch bearer. The Patron will be unanimous choice of the general house from amongst the senior members of the house .He will be a person of national/international fame highly qualified, high rank experience of administration and a visionary person with a proven track record of high ethical conduct and contribution to the society. He will preside over all the meetings of the general house and keep a watch on all activities of the association, He will ensure that all decisions are taken and executed as per the provisions of memorandum of the associations

President

The president will preside over all the meetings (in the absence of Patron). He will control all the affairs of the association and will supervise that all functions are performed as per memorandum of the association, He will call the meetings of Executive Committee in consultation with the Patron of the association.

Vice President

The Vice President will perform all the duties of President in the absence of the President or perform all such duties assigned to him by the President.

Honorary Secretary

Honorary Secretary will work as per the directions of the President and manage all affairs of the association. He will keep all the records; prepare the agenda and the proceeding of the meetings. He will he link between the association and the society. He will bring in the notice of the President all developments and activities of the association and take action with the permission of the President.

Cashier

Cashier of the association will be responsible for all financial dealings. He will prepare the Budget of the association and get it approved by Executive Committee and the general house. All receipts, vouchers, cashbooks, cheques, cash dealings, balance sheets, audit reports will be signed by him with the permission of the President. He will keep records of the income and expenditure of the association.

15. Funds of the Association

The association may collect funds, donation. 

Subscriptions horn individuals, groups, charitable societies, government and private organizations, NGO’s, GO’s, philanthropist and any other donors for the welfare activities. 

The association will issue receipts for this purpose and entries will be made in associations records i.e daybook. cash register and accounts etc.

16. Maintenance of the Accounts/Bank Account

All accounts of the associations will be maintained by the office of Honorary Secretary /Cashier as per the standard requirements of the concerned competent authorities .The association will have its bank accounts in a nationalized bank at the head quarter only. There will be only one bank account of the association which will he operated by the authorised office bearers to be decided the executive committee through a written resolution. Change, if any in the operating authorities will be made by the executive committee resolution only. All major payments will be made through account payee cheques/Electronic transfer/RTGS only

17. Inspection of Records/Audit

The Honorary Secretary office and the cashier will maintain all records of the association. These records will always be available in the office for consultation /verification by the office bearers or by the concerned competent authorities or for the purpose of audit with the permission the President / Honorary Secretary during the office hours on working days

18. Provisions for Dissolution

If the members of the General House, not less than three-fifths of the total members of the house determine that the association be dissolved, they will file a written request to the office bearers to bring this on the agenda of the executive committee .The executive committee will prepare a detailed note and with its recommendation, put before the General House. The General House may resolve to dissolve the association with three-fifths majority.
The dissolution will be effective only after clearing all the claims and liabilities of the association. In case of dissolution, no property of the associations (Bank accounts, moveable or immovable or in any other form, cash or kind etc) will go any office bearers or member of the executive committee or General house. All the properties of the association will be transferred to any charitable society or historic Gurdawara, as per the decision of the General House at the time of the dissolution. In case of any dispute which can’t be resolved at the General house level of the association, it will referred to the Principal Court of original civil jurisdiction of the district in which head quarter of the association is situated and the court shall make the order in the matter as it shall deem requisite.
